Okay. This is a place value problem. Starting from the right hand digit, we have:
ones
tens
hundreds
thousands
etc.

Rounding to the nearest thousand means to have zeroes for every digit to the right of the thousands place. Look at the hundreds place. If the digit is 5 or higher, round the thousands place up. Otherwise, you leave it alone. So, in this case the answer is 4,638,482,000.
