How can I make my outfits unique while being in dress code?

Our school's dress code is:
Collared Shirts(Any Color)
Belts
We are allowed to wear jewelry and makeup!
I like bright colors and cartoon characters....HELP! ^_^

Skirts must be below fingertips
Any pants
Any shoes

We are allowed to wear shorts but I don't like them....

4. Concentrate on immaculate hygiene and grooming, and the least amount of makeup you can live with.
5. Study harder than everyone else.
6. Help someone every day you are at school.
7. Love and obey your parents and honor them every day.

At my school, we have to wear uniforms. Try wearing ribbons cute clips, or headbands in your hair. Look for some cute plastic, colorful earrings that tie in your personal style and just a tip: even though you're allowed to wear makeup, don't go overboard while trying to stand out. Wear a cute layering tank underneath your collared shirt and make sure it's long so it shows. Try to find a contrasting color. For example, if your collared shirt is pink, try matching it up with a tank just as colorful and bright.
