Try credit counseling services. If you are a home owner, you might want to consider refinancing and get C/O for it. Many lenders have 125% CLTV program now. That means you can borrow more than the value of your home (as long as you have good credit). You can also get a small loan and use your car as a collerteral.

Depends on the problem. If you have too much, almost anybody can help. If you need advice, lots of people are willing to help out.
If you need a loan, you may have trouble finding somebody.

consumer credit counseling through your local county can help. also the red cross,salvation army,local churches,etc will pay some pressing utility bills but you have to take them in person. sometimes they require a shut-off notice but they will help pay them. cccs (consumer credit counseling) will help you pay your bills back on a monthly basis so you're not harassed by bill collectors if you have an income. i hope this helps you. feel free to contact me if you have any questions. i was in that situation myself 5 years ago. good luck!
