5 billion. Because 4,638,482,196 has a 6 before then billionth place and six gets rounded upward so... the 4 in the billionth place goes up once and all the numbers before go to 0

1)since ur rounding to the nearest billion, go to the billions spot
2)now look at the number to the right
3)if the number is lower than 5 you keep it the same, but if the number is 5 or higher you round up.

in this case is 6, so you round the number 4 (number in the bilion spot) to 5.
