huh? telnet has nothing to do with partitions.

telnet commands can be found here, no more information can be given to you if you don't specify what step-by-step instructions you want - telnet can be used for all kinds of stuff:
http://www.microsoft.com/resources/documentation/windows/xp/all/proddocs/en-us/telnet_commands.mspx

a free partition manager can be found here or in the source(s) link:
http://www.ptdd.com/manual2.htm

but personally i'd recommend the paid-for partition manager.

NOTE: they should be asked as two seperate questions, it's annoying as hell seeing people try to fit two/three/four/five unrelated questions into the same box and often in the wrong category all to save themselves some points.

do u mean telnet as in the command line console for connecting client computers to servers? Telnet does not require to partition your hard drive. and y do u want to learn to use telnet?
To your second question the easiest way to partition your hard drive is to reinstall windows by completely deleting everything and starting over, but be sure to backup all your files onto cds. there is a lot more steps to partitioning so write me back later if you get that far. find a free partitioning tool that does not make you reinstall windows.

TELNET STEP-BY-STEP

Supposed that you want to telneting to "yoursite.com".

Step 1: On Start Menu, Click START, RUN.
Step 2: Type this: telnet yousite.com. Then, click OK button.
Step 3: A popup window will display. Then, enter your registered username for LOGIN and your valid pasword for PASSWORD. Then, hit ENTER key.

PARTITION YOUR 10gB drive:

In order for a hard disc that is both larger than 8 Gbytes and using the FAT32 file system to be fully addressed, it must support interrupt 13 extensions. The file IO.SYS tests for the presence of interrupt 13 extensions, and if they are not found, uses the default CHS LBA limit of 7.9 Gbytes. This information applies to both ATA and SCSI hard disc drives.

SOLUTION
Contact the drive controller’s manufacturer for information about a possible BIOS upgrade to a version of the BIOS that fully supports interrupt 13 extensions.
