Volcanoes are not randomly distributed over the Earth's surface.
More than half of the world's active volcanoes above sea level encircle the Pacific Ocean to form the circum-Pacific "Ring of Fire." These volcanoes occur at convergent plate boundaries.

Most of the rest of the world's active volcanism occurs at divergent plate boundaries, many of the locations being below sea level.

So perhaps the best answer, that would cover a full 90% of all volcanic activity would be: At convergent and divergent plate boundaries.
