I believe a stadium in Brazil has the highest capacity but don't know if it's all seated. The Camp Nou is the biggest in Europe, saw Barcalona play there a couple of year ago. What an experience i highly recommend it to any football fan who has the chance.

It's Maracaná in Rio de Janeiro, it holds about 180.000 people, although I doubt they sit, I think they are standing up. In Europe, where for international football you have to sit everybody, the largest is Camp Nou in Barcelona, which sits over 110.000
