Blue. That's like saying what season is summer. You seem to suggest that either we need to know what color blue is, or we have to examine frequencies of light and optical bandwidth, something I take it you don't want to do.
Actually, if something appears blue, that may not be because it emit blue wavelengths. Perhaps instead it emits violet, green, and red wavelengths in such a combination that the human brain interprets it as blue. Blue is a human concept, not an intrinsic property of objects. The brain takes all these wavelengths and converts them into a three-dimensional space of colors.

It is every color except blue. That is why when light hit's it, every color is absorbed except the color that reflects back - blue. Depends on your perspective. If you think the aborbtion of colors = its true color, then that can be true too.
