You have to bring y down to 1y or just y so what you would do is:

Bring the -3x over to the other side:

4y = 3x+11

Divide everything by 4 (to get just y)

y = 3/4x + 11/4

First you place -3x on the other side of the equal sign. Since this, the sign changes: 4y=11+3x
Then you place 4 under the numbers on the other side of the equation. Since this, what multiplies changes to divide: y=(11+3x)/4
Since division of distributive, you can divide by 4 each factor, hence: y=11/4+3/4x

You have to isolate y to one side of the equation.
-3x+4y=11
4y=11+3x
y=11+3x/4

That is the best you can do in terms of simplying the equation.
