I was just in the bathroom while my brother was taking an shower and I flushed the toilet and he screamed...LOL...so why does it do that?

in the shower he has on a mix of hot and cold water... when you flush you redirect some of the cold water available to flush leaving him with less cold and more hot. ouch!!

Because the toilet takes a lot of cold water, reducing the pressure (and the amount) comming through the shower mixer, so there is a higher proportion of hot water through the shower.

The toilet water feed draws from the cold water and the pressure change causes the cold water pressure in the shower to drop.

The other answers are correct. I would add that your family should consider changing the shower fixture to the newer safety kind that has a self-adjuster and prevents scalding like this. They are required by code in most new construction or remodeling.

Because you took away the cold water from the system. If you turn the hot water on in the faucet it will have the opposite effect on your brother.
