i went to several sites but it was a range between british parliments and irish parliment to an all irish government

There was no government in based Ireland during the late 19th century. The country was ruled directly from Westminister. MP's were elected in Ireland and they took their seats in the London parliament. This state of affairs did not change until the early 1920's, when the Republic of Ireland seceeded from the UK and got it's own parliament (the Dáil). A devolved Northern Ireland parliament was also set up at this time also, but it had much closer links to London.
