It takes the oil off their feathers which means that cold water can chill them through. Also the feathers could get so wet that they can't serve the purpose of flying.

That is why water fowl are always preening themselves to get that oil covering on their feathers.

Washes the natural oils off of their feathers (oil repels the water). Essentially causes their feathers to get water logged. They can't fly and possible could drown.
