If you search in bargain bins at supermarkets and the like, you may just get lucky. I found You Don't Know Jack at the co-op, and Cannon Fodder in Morrison's.

There is a project to make an open-source game similar to early Settlers ( http://www.widelands.org ). Currently it crashes rather a lot, and has half-finished graphics, but might be worth a look (if their site wasn't down)

The only legal method is to hope you find one at a shop or via ebay, which is where I find a few old games.

Emulation is only legal if you own the original game, which in this case would be pointless.
