my best friend knows this other girl from her old school. and i absoloutly HATE her and so does my friend how do i tell her 2 stop buggin!

ignore her.
but if u really feel u must tell her, then dont be TOO harsh.
breaking up a friendship can be hurtful to everybody NOT MATTER WHAT.
just come out and tell her. it doesnt feel that great to be bugged by someone that u h8. be gentle, but firm at the same time.

Try to break contact with her and whenever she tries to talk or hang out with you guys just make up an excuse and she'll eventually get the hint.
Or try to be a little cold to her than usual (but don't be too mean!) and she'll leave you guys alone.
