Hm, well,
If she was responsible enough, I would consider it. Every child's different. And if they're responsible enough to take care of them on their own...etc, then you should maybe consider it. No, piercings are not bad, permanent, or make them bad people or anything, BUT, they are a baby of their own. They need specific care, and cannot be ignored.
It's also obviously up to you. If you're open-minded enough to just ask and not say flat out no, sit down and ask her about it, ask her why she wants them..etc. Explain the responsibilities of getting piercings. Call a local piercing shop and get the facts. They should answer any questions or concerns you may have...and some might not even allow her to get those pierced at that young, even with your consent.
Also, research stories and what not on bmezine:
(You can read experiences, see pictures...etc)
Nostril: http://www.bmezine.com/pierce/03-nose/bme-pg03.html
Navel: http://www.bmezine.com/pierce/07-navel/bme-pg07.html
Also look up risks:
http://wiki.bmezine.com/index.php/Category:Risks
I think everyone needs to sit down, go over unbiased FACTS, not opinions, and then you should make your decision that way. Reasearching is good so you can get knowledge about what your daughter wants. Either way, you'll have factual reasons why to allow, or not allow her to get these. It has nothing to do with morality. Piercings aren't permanant and can be removed, they're fashion, and many, MANY, people of all ages get them...
If you have any questions, send a message, but I suggest calling a piercer, like I said, they'll be happy to answer any questions that you should have!
Good Luck..

I wouldn't mind if they wanted to get their ear pierced more than once,if they got their nose pierced(even though I wouldn't like it)but their belly button no,I have heard too many horror stories about people getting their belly button pierced, and how they have ended up in hospital.

Nose No that is ugly
Ears yes it is very common.
Belly ring doesn't really matter they are covered up most of the time anyhow i had one when i was 14 and had it for 3 years. My mom wouldnt let me do it so i did it myself. So if your daughter really wants one i would let her get it because it isnt hard to do yourself.
Its not like anyone would see it had a formal thing like a nose ring maybe level with her. Yes to the belly ring no to the nose. I realize she is only 14 too. But their is a lot of people out there her age wanting a lot more and already have tattoo's. Scary I know. But what she wants is harmless and removeable. Just dont do the nose ring.

Honestly, I would say yes to all if:
- She could earn the money to get it proffessionally done. ( Whether that be by baby sitting, doing extra chores for you, saving her allowance, etc.)
- She knows that she has to look after it or it will get a nasty infection.
There is one thing that I have learned about teenagers. That is, if you say NO, and they want it done bad enough, they will do it themselves with a needle that isn't properly steralized. Then the next thing you know, she has a nasty infection. ( And more than likely scared to go to you because you said no in the first place...) Do u want that risk?
Teenagers today are doing those kinds of thing all the time, and really, a piercing is NO BIG DEAL. After awhile they'll take it out and it grow over. Then it's gone. No worries. Not exactly permanent like a tattoo.
I say, if it is going to be done properly, go ahead, let her. You don't want her sticking needles in herself, or letting her friends do it. Take her somewhere and get it done THE RIGHT WAY!!!!
