Plans being changed. I hate it!
Just be up front and stern. Be stubborn on the issue and dont weaken yourself to basically be told "shut up" about it.
Then simply, dont make further plans with that person.
You could also stand him up on plans so he can see how it feels.

No, you're not wrong in your expectations. Sounds like your friend is taking you forgranted. The next time you've made plans with your friend, if he doesn't follow through, go with out him. Afterwards, let him know what a good time he missed. Continue to makes plans with your other friends, include him, and if he still doesn't show up, it's his loss. Don't sit around waiting for him to follow through, sounds like he just won't. This is not a very good friend. You can do better for yourself. I hope you do.

Honestly, it doesn't sound like he would care. You've already told him how you feel about him "ignoring these plans" and he said you were over reacting. If this a common thing with him, try not returning his calls. Avoid him & see how he likes being treated neglectfully. Unfortunately, some friendships are just not worth fighting for.

I believe that the best way of communicating without having to see the expression of someone's face is by writing them a letter. I believe that you should write your friend a letter and at the end of the letter tell them to call you if you need to talk about it. That will prevent them from getting mad.

Stop doing something that u like most when u r with him to have his attention & if he is sensible & responsible can understand easily something happened to u or else what the point talk with a mountain man just leave it right there.

yellow..... yo we are in the same boat ya.... just act normal... and DONT SHOW HIM tht he bothers u by all this.... if u give him a cold shoulder then he will realize himself and come back running by acting the way u want... just wait n watch... if he doesnt change then too then speak to him and ask him y?

When things are difficult for me to express verbally, I always like to start the sentence like this: "I have to be honest (friend's name), I'm feeling pretty frustrated/hurt/angry/upset about......"
For some reason, it helps me spit it out. Maybe it'll work for you too.
