I have kid and her father has not been in her life since she was 9 months old now the child is 12 and he just now began to pay child support would have any rights to joint custody

In most states a parent who is paying child support cannot be prevented from seeing their children.

You shouldn't add any more difficulty to an already difficult situation. If he hasn't seen the child for 12 years, the child will soon ask him why and the father will cook his own goose anyway. Just stand back and pick up the pieces when necessary. Don't put any roadblocks in the way or your child will resent you in the future too. You be the good guy.

Only a judge can determine the legalities such as joint custody. I CAN tell you that they child should by your main concern. The child will without a doubt wonder about the father. It will probably be best if the child meets and has a connection with him. It's a deep, deep driven need.
Doubt that any judge would grant joint custody but any connection between the decisions of judges and justice is purely coincidental.

if hes finally paying up, i think he should be able to at least take her out for a hour or two? what ever makes you comfortable. or have him have time at the house with her and you in the other room... no money then no time!
