Why not use a one-foot or two-foot artificial Christmas tree? Use wooden clothespins, painted various colors, to attach the money. You could even use ribbons, bows, and actual Christmas tree ornaments to make it even more festive.

get a charley brown looking tree, something with a lot of branches & limbs, but no leaves. Spray paint this tree white and if you like, hang some tiny ornaments or earrings on it. (you'll need a sturdy base too)
To attach the dollars bills to the tree, you need to hold the dollar bill tight with both hands and poke a branch thru it. It should stay put. Hopefully everyone else will follow suite, and you will have one healthy tree.

Find a nice multi twig branch and spray paint it gold then create little origami birds out of dollar bills and attach to the branches with thin craft wire.
