Sounds like you're looking after your niece's interests. She needs to understand the dangers of grooming and that the other person may not be all they suggest. As others have said, try asking your niece to find out by simple open questions. If the response isn't good, your niece can change her details on the web and start up again (tho the other party might too..).
Do her parents know?
How about other relatives? Our kids know some stuff about each other that we as parents don't.
The bottom line is no.
Unless you know someone in the ISP industry willing to risk their job.
Or contact the police..

That is not reason enough to find out who she was talking to - she should ask him who he is, and if in doubt use the block function on him.
However there are ways to find out via an email addres - however an email needs to be sent. When the unknown users sends an emial to your pc you can find out what his ISP address is. You can then you ISP locators on the internet (google to find on) and type in the ISP. It will label a town or country but not an address for obvious reasons.

You need to be proactive. Talk to him as if you are your niece and lure him to a prearranged site after making arrangements with the police to arrest him. Otherwise, they aren't going to do a dang thing.

try using myspace.com, you'll have to make an account but so many people are on there you can search for someone using their email address, or if you go to zabasearch.com, you could get some free info...try it out zaba search is huge.
