It depends on the situation.
In my apartment complex the request to break the lease has to be submitted in writing 30 days in advance. The tenant is still responsible for paying the rent until a new tenant can be found, as well as giving up at least half of the deposit. Subletting is something that has to be allowed by the owner, usually there will be a clause in the lease about it.
