I have a regular ole dogeared wood fence. I want to cut scallops across the top, but not sure how to mark the lines before cutting.

i made a jig to use with a follower bit on my router.....worked great...fast too. you only have to draw the pattern once

Hang a string from the top of the post where you want the curve. The more string the more the curve and vice versa. It will be symmetrical, mark it, and cut with a circular saw, if the arc isn't too big. You can cut an arc with a circular saw, if the material isn't more than 3/4" and the arc isn't too tight. A sawzall or jig saw will make the boards bounce and it is difficult to control. If you do need to use a jig saw or sawzall, get a piece of plywood and cut the arc, then screw it to the fence, and it will cut done on the bounce. But I find the circular saw is easier. Just set the depth to a tiny bit over the thickness of the boards. Be careful, Good Luck
