when I was I kid I made a box kite out of split bamboo and polystyrene ceiling tiles. Just choose your glue carefully so that it's compatable with polystyrene!

I'm sure that you could get 1/4 round dowel from a diy store and glue tiles to them, or see

I remember as a child we got kites from the local department store. They came with pre-cut kite material, string, sticks, and instructions. They were simple to put together because of being pre-made -- just a matter of inserting the sticks into the kite material, attaching the string, and finding something to make the tail with. (Don't forget the tail!)

Have you checked with a local department store, hobby store, craft store? (Or maybe even Wal-Mart or Target, stores like that, might have some.)
