For a scare : Lead them on a scary adventure in a tail, and when they least expect it, like in the middle of a sentence, when they're all quite and spooked, just yell BOO! Scared the crap out of me when I was a kid lol.

Try your local Dollar Tree store mine carries lots of costumes with the whole outfit for $1.00 they also have lots of accessories. I saw devil, witch, ninja to name a few.

read them the story "Tell Tale Heart" by edgar allen poe its not to scary but its pretty creepy. i heard it when i was 11 and it wasnt scary

Carl Riener -- the comedian -- wrote a book called "Tell me a scary story . . . but not too scary. I highly recommend that one.
