Yes, its popular with young girls in Japan...like ages 5-10. Some junior high girls also have Kitty stuff.
What people in the U.S. dont seem to get is that young japanese women in Japan who have a lot of kitty stuff are not exactly respected or thought of too highly.

Hello Kitty is not cute, but all that other stuff they make is soo cute. (I'm so glad I have a girl now, so I can shop at the store.) I buy the non-hello kitty stuff form the Sanrio store.
When I was a child, the hello kitty and twin star stuff was sold at Hallmark.

At first I thought it was totally annoying. (My little sister has movies and figurines and all the Hello Kitty accessories) But now, I find Hello Kitty so adorable/cute! She just kinda grew on me! XD
