You have to know what it is painted with at present - is it gloss, semi-gloss, or flat. Is it latex or oil paint. If it is gloss or semi-gloss, you should prime it first, using the recommended primer from where you buy the paint. If it is oil, repaint it with oil. If it is flat, you need a 2 1/2 inch angled brush to trim around the ceilings, window frame, door frames, etc, then a roller to do the job.
Figure on two coats, one coat never does the job. Protect the flooring and anything else that you might splatter paint on, rollers throw off a lot of paint. If you know how to cut with a brush, you will not need to mask things off, otherwise get the blue masking tape and go to work.
Do it yourself, a painter might charge $300-$400 to do it.

If it is painted a dark color, you will need one or two coats of primer. Go to a good paint store like Sherwin Williams or Benjamin Moore and they will help you. You will need a drop cloth, a roller, a roller pan, and tape to mask off the ceiling, etc.

Get some paint and a paintbrush or roller and have at it! lol
Or, if the color is dark and you want to go lighter, using a primer or stain sealer or something on that order first will help to keep the dark paint from showing thru.

move/cover funiture, protect the floor, fill in holes in wall, light sand when dry. Roller the paint of your choice--definately use water clean-up paint, ie latex (semi-gloss cleans up better than flat & looks better, I think)

if its a rough wall, your better off using an hard brush and if its a smooth wall, use a normal brush
