If it's the kid that's the problem, I'd play nice and go to them and say "geez, is everything alright with your son/daughter? I was so worried to hear all that screaming and I wondered if I should call someone, like Child Protective Services. Then when I realized it was your child, I thought I'd better come tell you how upset he was, because you obviously couldn't hear him."
That's feigning concern, but also a veiled threat to report them for neglect. If THEY are the problem, I'd just anonimously call the cops every time the kid starts. Let them deal with it.

try and make friends with the kid, explain to him or her, when they scream and yell, you get concerned because you think some one is trying to harm them, and you wouldn't like that. chit chat with the kid occasionally, and call him or her by their name ,tell them you think he or she is a nice person , not too friendly, just enough to get the screaming brat to realize , that you are a nice person also.

the best thing to do is be a nice to them as you can. kindness kills wickness everytime... as far as the "kid" goes do the same thing, do it when he is and it will make him think you are as crazy as he is and will stop. it will also probaly get the attention of his parents. tell him... i thought you needed company cleaning out your lungs.
