how do I announce my web site via email to every computer?

You have to get listed in the various search engines. Use a introduction paragraph that will have common search words. Fro your particular interest.
Go here scroll the Webmaster Resources; http://www.evrsoft.com/
They have a free listing service, not sure how it work, but, may be worth a try.
It would be hard to email everyone.

I'd like for you to think on this from the other side of the perspective. I'm not sure why it's so important for you to have this e-mailed to every computer, but I get so much spam per day that I spend 30 minutes a day just cleaning up from all the unecessary e-mail.

So, please understand that if you do manage to get your message on every computer in the world, it will only serve to make us think very negatively towards the sender.
