well toots then you are going to have to wait or help him in some way........if hes that busy he could probably use a home cooked meal....you could always offer to clean up his place some evening while he is studying...etc. The only way to work your way in is to offer to help in some way.....preferably which give you time to be with him.
I have to say, I am not sure if you want this guy to be more than a friend, if thats the case he may be giving you the brush off because he isn't interested. If he is just a buddy he is probably just real busy in which case my suggestions should make you feel like you are helping out a friend and give you guys some time to visit. Life is busy and its hard to find time to visit with our friends....but our friends are always there for us, especially after the crunch passes and we have time to catch up on each others lives.

It's not clear whether you want to hang out as friends or want to date him. Anyway, regardless of which one it is, his studies and work are probably higher priority for him at the moment, and there's nothing wrong with that. As long as you can accept that, I'm sure you'll be able to hang out sometimes, just think of nice places (depending on your mutual interests, maybe concerts, art galleries, movies, a circus or state fair, ...) and let him know you're thinking of going and would like it if he could join you.
