Well here I go,I like my next door neighbor and his name is Mikah yesterday me,Mikah,and my brother were playing Nerf gun and Mikah kept on non_ stop shooting me w/ it,but the weird thing is he would only attack me and not my brother.When he would attack me he would smile.So when hes smiling at me and shooting me w/ the Nerf gun it that a sign that hes telling me that he likes me?I really need answers!!!!!

It certainly sounds like he does. Usually when someone has an attraction for another they'll make these playful moves more to one than any other in the game.(or whatever)
Have a couple more activities with a few around and see what he does. Don't rush things but have fun and enjoy your youth.
