Subtract exponents in the denominator from exponents in the numerator. There is no x in the denominator, so it remains the same. There is a y^3 in the numerator and a y^2 in the denominator, so the result for that factor will be y^(3-2) or just y. There is a z^11 in the numerator and a z^(-10) in the denominator, so the result will be z^(11 - -10) or z^21.

In other words, your quotient is:

-10x^7 y^(3-2) z^(11- -10)

which becomes:

-10x^7 y^1 z^(11+10)

which becomes:

-10x^7 y z^21

and that's your final answer.

-10x^7yz^21

You subtract the exponents: y^3/y^2 = y because 3-2=1, and z^11/z^-10 = z^21, because 11-(-10)=21.
