what is the best way to get rubber back carpet off of a plywood floor that is glued down?

The way i have always done it is pull up the carpet then scrap off the excess rubber with the glue. You should be able to get it good enough for new carpet.

Take up the plywood and throw everything out. Why would anyone glue a rubber back carpet??

sounds like someone is gonna be scraping for a while. I'd try pouring some non-toxic products on it to loosen it up. goo-be-gone or something like that.
Easiest thing I can think of is to use an orbit sander or even rent a hardwood floor sander, Im assuming you peeled the carpet up.
