Conflict is the product of ignorance. I am referring to a mind or mentality that doesn't understand what is in front of him. If this mind is trying to fit the object of observation to his knowledge ( past or memories) then conflict arises. The present moment is definitely independent of the past or the memories. We are in conflict if we cannot see this basic reality. Everything is changeable, nothing is fixed in this whole existence . Only the ignorant mind(who is in conflict) cannot see that he is anchored in the past and cannot see the reality of the present.

Carl Schmitt bases his whole political philosophy on the friend-enemy distinction. Weber and Kierkegaard influenced his thoughts which have, in turn, effected Arendt and Kissinger alike.

I'm sure there's something prescient in Hobbes' "Leviathan" or Machiavelli's "Prince" as well.

James 4:1-2 (New International Version)
New International Version (NIV)

1What causes fights and quarrels among you? Don't they come from your desires that battle within you? 2You want something but don't get it. You kill and covet, but you cannot have what you want. You quarrel and fight. You do not have, because you do not ask God.
