Probably Ireland. They are English speaking, politically stable, and have one of the freest and most productive economies in the world.

I'm an American in California... been here most of my 42 years.
I'll BE moving BACK to the Philippines, my wife and I have a nice little farm, a cute house built around 5 steel shipping containers, and a barn full of goats, piggies, and chickens...
There is some corruption, and some differences between the legal systems... but the weather is terrific, the people a delight, and the cost of living a vast change from California...
We live a nice, slow-paced life, have wonderful children, and have been blessed. A beach is a short walk, we're high enough up to avoid storm surge from typhoons, and we have wind and solar power during local black outs !
