Call me old-fashioned but if expense is an issue, schedule it at your local church and have the reception at a relative's house. You can do your own catering, with some help from friends and relatives. Here is a suggestion for a menu:
Start with a minestrone soup and crudites;
Bring out chilled blush wine and champagne;
Follow with stuffed mushrooms, tuna melt canapes, broiled oysters with garlic, butter and cream; a cheese souffle, some smoked salmon, watercress and celery sandwiches, a curry vegetable stirfry, rice noodles in broth.
After, have a nice break with some red wine and a selection of cheeses with fruit. Offer chilled hard-boiled eggs and cold asparagus tips on the side.
Then serve the cake with champagne and a sparkling wine alternative. Have some dealcoholized beer and cider as well as club soda, tonic water, pop and fruit juice. Go around with coffee and tea. You can ask some neighborhood kids or relatives to do the serving and get an uncle to run the bar. Simply get people to 'tip' the volunteer staff and allow them a portion of the food and wine (not the kids).

The least expensive would probably be where you are right now. Unless the other person is somewhere else.
