Not totally. They have done experiments with transgenic mice (where the took a gene for rat growth hormone and put it into the mice genome) where the mice grew very large and strong. These experiments were really criticized in their potential to be used for humans to make stronger and bigger humans. Really though, the research was to be treatment for people with muscle disorders like MS and syndromes where symptoms are muscle wasting. I'm not sure if it has been perfected yet for humans and if it is used for these diseases, but if the technology came out, that is what it would be used for. And even if some regular people got their hands on the drugs, so they might become stronger and bigger, but they wouldn't have powers like superman.

We really can't create genes that don't exist in some living for already. Like we can't write genetic code to make us fly. What we can do is incorporate favorable human genes into a genetic code which is lacking in that gene (like if you had cystic fibrosis and you don't code for a necessary protein, you can put the gene that will code for the protein into the genome), or you can splice genes from other animals into our own genetic code (like to tag certain proteins so we can see them in the lab, we incorporate eel genes that will fluoresce and attach to the protein in question). We have used this kind of technology a lot on plants (making tomatoes that resist being squashed so they can transport better). Anyway, I can't think of any animal or any way to incorporate their genes into the human genome to make us have superpowers.

I'm not sure about super human abilities, but we can cure genetic diseases and it could definitely be used as a perfomance enhancer for athletes.

They can change the body, but not like that I don't think. Not legally, that is.
