see if you can find a suitable dress at a retail or thrift store, then make accessories. Cardboard and paint would make a crown, the cardboard core of a roll of paper towels would be a start for a scepter.

Buy the kind of dress you want and use fabric paint to make it into a queen of hearts costume. You can be as simple or extravagant as you want. And you can buy the little extras like a crown or scepter.

Two big poster boards. Use poster paints and markers to make two giant queen-of-hearts cards.
Plan on wearing white underneath.... white tights, white ballet slippers, white shorts or skirt, white top (maybe even whiteface grease paint with a red heart on lips and cheeks).
Where the poster "cards" on top of white outfit like a "sandwich" sign. See this advertisement to see what I'm talking about with the sandwich-sign... I think it'd be easy enough to make, without having to actually buy one from a sing company...

4 pieces of white posterboard
2 pieces of cardboard
gold spray paint
red lipstick
Draw the Queen of Hearts face on one side of the white posterboard, then just hearts on back side. Put a strap (scrap of material) stapling the two posters to fit over head on to shoulders. Make gold crown out of nylon cardboard. Put a heart of lipstick on face cheeks. Wear red turtle neck and, red tights underneath!!!
Sooo EZ!!!

there is sewing tape for hemming. you just iron it and it works really well, so you could use that to put the thing together and then use felt and cut them to whatever you need and glue them on.
