You're using the wrong IP address. That's a public IP address and should not be used on your router unless you've been assigned that IP range.

192.168.x.x is a private IP range, 195.168.x.x is not. 195.168.x.x belongs to an ISP in Slovakia. Unless they've assigned you that IP space, you CANNOT use it.

You must means 192.168.xxx.xxx since this is a private C-class nework.
the adress you gave is a broadcast adress and can there not be use as an ip number bind to a network adapter.
