It depends on how you feel about it i suppose. The best thing is honesty. Tell him how you feel about it. I would say 'Couldnt you wait for me!' Most guys are going to do it, but i understand it can make a girl feel rather under-cherished to say the least, especially if he knew she would be home within a reasonable amount of time.

Nothing. I should think he is VERY embarassed anyway. It's a natural part of life for about 90 odd percent of guys. You should be more suprised if you walk in and he's not maturbating if he's young.
