I am considering upgrading my graphic card. I have a 2.4 Ghz amd processor. Will getting a x1900xt be worthwhile or will my processor slow it down?

Well you have to remember that a 2.4Ghz AMD performs rougly equivalent to a 3.8Ghz Intel (hence the 3800+ name), so I would say it will not slow that card down too much. You will definately see a substantial performance gain.

The GPU can't go any faster as it's awaiting data from the CPU, the processor. A 2.4 GHz AMD isn't the fastest processor made, but it is certainly very fast. Upgrading your graphics card is your choice.

Next year, PCI Express 2.0 will become a reality. PCI Express 2.0 doubles the current spec's data transfer rate from 2.5Gbps to 5.0Gbps, giving an x16 PCIe 2.0 slot up to 16GB/s of bi-directional bandwidth. PCIe 2.0 is also backwards-compatible with PCIe 1.1 and PCIe 1.0, so new slots should accommodate existing PCIe x16 graphics cards. According to leaked roadmaps, both ATI and Intel are prepping chipsets with PCIe 2.0 support for the third quarter of next year.

Your processor would definatly slow the x1900xt down. What gpu do you have now?
