Just fins help fish move in the water, they move their fins in certain directions, which help them move up, down and left wright. just like wings on an airplane. the tail it what propels it, but fins cause the control.

Fins help the fish swim fast without them they could still swim but it would be really slow and sharks and other predators could get them.
