Seems to me the questioners are more important because with out a question, what good are ansew's

Why do you ask?

Actually, you can see this as a cost associated with getting your questions answered. The policy also helps to limit the number of poor questions asked.

My quess would be to keep people from wasting questions and space. If you got 10 points of asking questions, a lot of very immature people would be asking "What is the color blue?" and other stupid questions (more so then they do now).

If you waste 10 points, you're more likely to think about asking a question first.

Because if it were not so, then nobody would probably bother to answer anyone else's questions. In any case, I think both questions and answers are important. And I believe these are just the rules of the game...
