America does not have overseas lotteries with anyone. They're just trying to get you financial info for a scam. They'll ask for your social security number to repot your 'winning' to the IRS, or they'll ask for your bank account to deposit the 'winnings'. Or sometimes they ask that you pay them the taxes before they send you the prize. Anyway you work it, there's no lottery.
