I use Air India at the moment if I am needed in Cairo.
They re-fuel there, and travel on to Dubai and allsorts.
Bookable in advance from many an agent, and ask for a
super-apex ticket, from a choice of travel agents on Tottenham Court Road, London. The centre of goodly airline bookings.
They call them "bucket-shops", but my flights to those parts have been most pleasant, comfortable, and well catered for.
Congratulations to Air India staff.
Oh, scheduled proved cheaper than charter last year.

No there are no no frills airlines that fly from Cairo, I have just come back from Cairo and there are only two operators that fly from there which are BA (British Airways) and Egypt Air, so there is little competition, my flight from Cairo was £299. This is the same for Damascus.
