Which nation are you talking about?

If it is the United States of America, There were no attempt to advance the culture. Cultures just develop over time. It can be pushed on way or the other but it is how each generation makes it. So not one set or group of people in the government can change a culture of a nation. Because there will be changes over time anyway and they are not always going to be in office. In the USA there have been way too many leaders to have one set way of seeing thing from the government.

The USA is multi cultured and will stay that way so it has no real culture.
