When you hear that, you are usually hearing it in reference to something
such as social maturity. If your over-all definition of maturity is "socialization"
then yes, women generally do mature faster than men.
If your definition of "maturity" is, say, spatial orientation or physical
coordination, then men mature more quickly.
Evolutionarily, it really depends on what is needed by the genders to
promote their genes most effectively. Prior to the advent of farming, etc,
it was very important for men to be out hunting as early as possible to
bring in as much protein as possible. Consequently, it was very
important that they be able to run as fast as possible, throw weapson
and attack animals in the most coordinated fashion possible.
Little boys will generally be better hunters earlier on then little girls.
Of course, this means that they will be more active earlier on, which is
great when your chasing things, but sucks in the classroom.
With the advent of technology and civilization, more feminine attributes
of socialization become more important and physical attributes become
moot.
Go back 4000 years, and the prevailing attitude would be that girls
DO NOT MATURE (at all!) and are good for little more than birthing babies.
In any case, little girls spend more time together talking and interacting
with social trappings - and little boys are out being ... active.
Completely ignoring differences in brain chemistry, this alone would cause
substantial difference in which parts of the brain develop faster.

females somewhat mature at about 11-12 and adult males at about 14. the faster the female of a species can reproduce, the further opportunities she has of having healthful offspring. it is for sure no longer necessary anymore when you consider that we've present day drugs.

i assume you mean "mature physically," because females typically lag at least 10 years behind males in all other forms of maturity, like intellectual maturity, emotional maturity, psychological maturity, financial maturity, and so on.
the answer is because being able to bear children at a young age is an evolutionary advantage.

because their ability to conceive children and upbringing causes them to mature faster than children. In the old day girls played with toys that assisted in their learning in regards to child rearing and homemaking skills, because they usually married at a young age. Boy were allowed to be boys.

When I was preg. with my first child,A boy,I was high Risk because of my lupos,So they made me take mail Hormones to make he,s eye sight and lungs develope sooner than a boy would in your fetus,{Just in case they had to deliver him erly}Mt Doc. Explained that boys always develop later than girls from even when there in your fetus,and they have no explernation except for thats the way it just is!Thats what I was told when I asked your same q. by my Baby doc.Now my last and second child,Only 13 months younger than son,I did not have to take any Hormone pills because of the fact the develope earlyer,Thank God!Those pills made me Whacko when on them!now at 7 months.in my Tummy,My daughters eyes and lungs were developed!{I had painful speacial test done at time,Both pregs.}my son on the other hand was not to 7 and a half,and that was with the male hormal pills they had me Taken!{Thank God,Thogh

It is not true of all females as it is not true of all males, having said that, it is true as a norm.
The difference begins to show in puberty for some reason, but the fellows catch up soon enough.
Maybe it has to do with the fact that many young girls were given and promised into marriage from the age of 12 to 14 (this was custom, especially in upper class to ensure good breeding) isn't it awful that parents treated their children like cattle for good breeding awk. But generations of this type of behaviour is bound to be passed down through genes don't you think. Also even in our day the female population was taught that it is up to them to say no when it came to sex before marriage, therefore the responsibilities were put on our shoulders at an earlier age therefore, we had no choice, because it was ok for guys to try and get as many of us as possible like a rights of passage, and boast of their conquests as well, and yes even lie about them, ruining a girl's reputation if it meant being popular with the boys or defending that the boy was not the only one who had her in the event that she got pregnant, thank goodness for dna.

I think it has to do with our thought process.... and a lot to do with our brain and hormones. If you look at any specs you see that the mother is primarily responsible for the offspring. So I assume we are genetically wired to be more mature to ensure the survival of our young. And Looking at things from a natural perspective when a girl starts her cycle her body is telling her she is ready to conceive, now society has set standards that it is unacceptable conceive at a younger age but, (that is beside the point) in actuality a young girls body is ready and a long time ago she would have needed to bare he children at a younger age because we died at a younger age.

Physically, yes. Emotionally, not so sure.
My guess is that it's nature's way of keeping the human race going.
Although socially unacceptable nowadays, it wasn't more than 100 years ago when girls routinely started getting married and having babies when they were 14-17 years old.

Bacause of their cycle. The first occurrence of their cycle, (as early as the age of 11) opens their minds to the responsibilities of the future. Boys do not have such an occurrence, so the future remains distant to boys.

Females carry the work load of birth and sustaining more than men... to put it bluntly,,,,, So a girl is finished and complete when born, but boys always could count on a mum subservient to her husband instead of being as equal as he is.... Women ought to know better, then forgive again and again, when obviously her son has a screw loose when he claims to be fundamentalist or a suicide bomber.
