If we look at the horsepower of the engine, a car is faster than a boat with the same horsepower. The car has a transmission that has several gears that allow you to go at a higher speed at the same rpm as you overcome the initial inertia. The only forces that the car has to overcome is friction and wind drag.

A boat sits low in the water and has much more drag from the water. The drive train usually is geared to one speed. There are changes in design that can allow the boat to go faster, like hydroplanes, but speed and gas mileage is usually won by the car.

Tires have more friction and thus can grip the surface better than a boat which is hydroplaning across a body of water. More friction means more potential for propulsion.

depends where you are and how useful a boat or a car is ... if you are in Kansas .. not very useful .. if you are in the Great Lakes region, very useful, provided there are ferries and/or causeways.
