do you want a speech saying that the parents are responsible for creating the delinquents, or that they should be held financially responsible for any damages done, or do you want a solution to the delinquency problem. If you cant even phrase a question correctly I think you have more to worry about than the speech, Im sure you and your class have an idea of what you are asking, but you should remember that this audience doesnt.

You want to have someone do the work for you then plagiarize? Besides being a jerk - I am willing to bet your parents did not raise you that way.

The irony here is - you think ALL parents are the blame for their children's criminal or misbehavior? Sorry dude, no way.

While "SOME" parents might not give a rat's patoot about how to raise their children - most parents do not raise their children to be creeps, crooks or any other negative.

Parents should not pay the price for their children's misbehavior IF and ONLY if they are shown to be "reasonably" responsible parents. I say "reasonably" because no parent is perfect.

When kids insist on their parents being punished for their own wrong doings - the child further becomes a self centered, selfish, uncaring little piece of crap who believes they don't have to pay for their own screw ups or deliberate disregard for others.

DO YOUR OWN HOMEWORK - and don't be a creep.

Parents are responsible for juvenile delinquents. Indifference is worse then abuse, ignoring children and not giving them any rules at all breeds discontent and future Inmates

That strikes me as rather illogical.
Everything your son does is a product of you.
You are the one who made him misbehave.
You need to ask yourself what is that you have done, or more likely not done, that caused him to misbehave.
Do you feed him wholesome nutritional food, or do you feed him processed garbage.
Have you had him vaccinated with all sorts of weird chemicals and diseases, totally against his will?
Have you given him total loving care and attention, and hugged him every day, and told him that you love him?
Do you constantly shout at him and make him feel like a loser, or do you just encourage and praise him when he does something which you vaguely appreciate?

It's all down to you.
We can never change anyone else, but we can change ourselves.
Then other people react differently to our new different self, and maybe your son will too
