The bezel can be used to record time lapsed either in diving or daily use such as a car park or lunch break.
For the purpose of diving, imagine you have 45 minutes of air in the tank. Rotate the bezel so the start mark (usually a triangle pointing towards the centre) until it aligns with the minute hand of the watch. While you are diving, keep an eye on your watch. When the minute hand gets round to the 45 minute marker, it is time to come up to the surface.
Now, if at some point under the water your bezel gets knocked, it can only move in that one direction. As you'll see in this instance, the 45 minute marker will be closer to the minute hand, therefore assuring you do not run out of air.
The same principal works for the other examples I have given.

This ring I gather is called a bezel, not sure of the spelling.
As you are about to start your dive, or the activity you wish to time, rotate the bezel so that the top or 12 oclock position of the bezel lines up with the big min hand of the watch ( I assume your watch has hands?) This will then show you time elapsed from when you zero'd the bezel.

When diving you have anywhere from 30 minutes to one hour of air that you can use in your tank. You would set the arrow or top of the hour at the minute you got into the water so you would know approximately how much time you have to dive. Knowing how much you usually use during a dive. Now days it is almost useless since most divers use dive computers and it will tell you how much air you have and they have ones that go on your wrist. It's just a matter of convenience to have it on your wrist.

The outring will turn counter clock wise, you use this to set your air time as a back up, you will see it should start at zero and progress to 15 in 1 min increments then in 5 min increments

its just a reminer. say you have 20 mins in your tank you check what the current time is say it is 2:20 you move the red section of the dial to 2:40
u just have to keep checking it as if it is a cheapie it wont have a vibrating alarm
