The easy answer is that they want to appeal to as wide an audience as possible. This, unfortunately, means dumbing things down and fulfilling all the worst expectations of your fellow countrymen. Remember, half the people are dumber than average.

Another reason is that there are people out there who don't want to watch TV to think, they want to watch to be entertained. More viewers equal higher ratings equal more advertisers equals more money. Trying to appeal to everyone leads to a race to the bottom, and artistic or intellectual merit goes out the window.

There are still a lot of good shows out there, they just might not be on television any more. What comes to mind: Firefly, Newsradio, Arrested Development... I don't watch that much TV. How about Discovery Channel, SciFi Channel, BBC...?

No one every went broke by underestimating the intelligence of the American people. They constantly aim low to assure hitting something.

People watch what they are comfortable with, had the OJ trial not happened and turned people on to the procedural Crime Drama, chances are Law and Order would have died out before spinning out two good spin offs and 2 short lived ones, CSI never would have been green lit, and thus its 2 spin offs would be gone. JAG, and NCIS would be out, not to mention all the others.

When the public is ready the medium of TV will change, for good or bad, but as in Politics, in ratings majority rules.
