It depends. You can go as a Rotary exchange student and all you have to do are go through some interviews.
You can go with an exchange program that you pay for. There are not qualifications other than paying.
You can go through your university. Again, you must be a currently enrolled student and you must pay for it.
Anyone can study abroad. You need to go through a school or organization most times. If you cannot do those things and want to choose a school here then I suggest finding one on-line and corresponding with them to find out their qualifications. Each school is different.

If you can afford, you can join, even, at school level, also. Abroad means any country other than, where you are living If it is not English speaking country, joining at school level will require, learning of local language.
